IF Using AutoTokenizer.from_pretrained with HF_HUB_OFFLINE=1 environment variable after a previous successful load raises OfflineModeIsEnabled error because the tokenizer tries to reach remote API instead of checking local cache.

THEN Ensure the library checks local cache files before attempting any remote request. The fix (pull request #42880) reorders the loading sequence so that cached artifacts are prioritized. If found locally, skip network calls even when offline mode is enabled.
